Note of a Conversation with the District Watch-

-men's Committee on the 8th. July, 1910.

The Captain Superintendent of Police,

and the Chinese Members of the District Watchman's Committee

noted below:-

Mr. Tong Lai-chin,

Mr. U Hoi-chau,

The Officer Administering the Government sad

that the Registrar-General had suggested to him that it would bo

useful to discuss with the District Watchmen's Committee the

present condition of lawlessness and crine in the Colony. He

was glad of an opportunity of doing so and had asked the Coloni-

-al Secretary and Captain Superintendent of Police as well as

the Registrar-General to be present in order that all right

hear what the members of the Committee had to say. He begged

them to speak out their minds and to keep nothing back, as the

Government, which had already been taking action in this

matter, wished to have the fullest information that the Com-

-mittee could give.

said that there was much stealing of goods along the Praye at
